Washington, Nevada and Idaho have been excluded for years, and California came off the list in January 2026. All eighteen sites block the same four.
What Sets Them Apart
Washington operates the strictest online gaming law in the country, Nevada shields its licensed casino trade, and Idaho rules out the model completely. California is the newest change, and every operator updated without argument.
How Old You Have To Be
Most sites require 18, some 21, and a few states apply 21 regardless of the operator terms. It is stated in the terms, usually near the top.

Eligible-state lists sit in the terms and get amended without notice. We check all eighteen monthly, but the operator terms are always definitive.
